has anyone took a look at whatever is causing the 1.7.10 excessive chunk ticking?

has any modder tried to find(and maybe fix) the thing in 1.7.10 that causes excessive chunk ticking? i would appreciate a patch, but even just knowing what part of the code causes this would be very nice. there is a lot of misinformation going around, and no-one reallly says what exactly causes it.

(no, fastcraft DOES NOT do this)
Does it fix the gajillion times of redundant Chunkloading due to a Forge Bug?
