Agrarian Skies [3.1.1] & Tinkers construct

In Agrarian Skies (no mods/configs changed) I created a full Manyullyn pick. I noticed the mining speed was only 6 and I thought maybe the iguana tweaks would have made me level it up before It was at full speed, but even after getting it to master the speed is still at 6. What mod is causing this, and what can I do to create a faster pick?
